The Institutional Development Working Group is guided by the following Terms of Reference
Objectives

Support the DPG (formerly DAG) in understanding how different agencies currently support institutional development, draw lessons related to appropriate approaches and not so appropriate approaches to long-term systems development.

Support the design of a framework that will help development partners with an appropriate approach to supporting systemic development as part of institutional development.
The group is expected to (inter alia):
- Identify experts in the various agencies on institutional development that can be used in Ethiopia
- Develop ToRs for specific studies and reviews e.g. the rapid assessment of the current support models for institutional development (carried out in March 2020)
- Identify which areas/sectors receive support and identify gaps in terms of addressing national priorities related to ongoing reforms and the institutions necessary for their success.
- Highlight what has worked well and what has not and make recommendations regarding which context specific methodologies in various areas partners can build-on to support the ongoing reform efforts and sustain the impact of reforms through effective institutions
- Advise government representatives and the DPG (DAG) group on possible modalities of consultation and timing (Workshop 1st quarter 2020)
- Play a technical leadership role in organizing and presenting findings of the assessments.
- Provide support in taking the recommendations forward once agreed by the DPG (DAG) group and government representatives.
Functioning of the group
- The group is constituted from DPG (formerly DAG) and GoE representatives and has co-chairs.
- The number of group members, frequency of meetings, agenda etc will be agreed by the group itself.
